If you choose to make it your own way:

 

 There is a jeepney and as well as a Ceres -bus from Dumaguete direction Bayawan

 Ask to get off at Malatapay.

 

 You can rent a  boat from Malatapay to APO  ( 8 Passenger )   3000 PHP  per head ,  round trip

 Small boat ( 4 Passenger )                                                             2000 PHP per head, round trip

The trip from Dumaguete airport to Malatapay takes around 35 minutes.

 

The boat transfer from Malatapay to Apo Island also takes about 35 minutes.
