From Manila : Airplane to Dumaguete

From Cebu : Fast boat to Dumaguete ( 4 hours)

                   Bus to Dumaguete ( 5 hours ). From the south terminal in Cebu take a bus to Liloan. Take a pumpboat to Sibulan.

You reach Apo Island by pumpboat from Malatapay, Zamboanguita which is 30 minutes from Dumaguete. It takes 35 minutes for the boat transfer to Apo Island.
